$$CHKSUM^XUSESIG1(): Build Checksum for Global Root

Description

The $$CHKSUM^XUSESIG1 extrinsic function takes a global root ($name_value) and builds a checksum for all data in the root.

NOTE: The flag input parameter is no longer used. Previously, It was used when there was more than one checksum algorithm.
